Billy is the son of the Scarlet Witch (Wanda Maximoff) and Vision, though he was raised by Jeff and Rebecca Kaplan. It wasn't until he was a teenager that he (and Jeff and Rebecca) learned that Billy was actually Wanda's and Vision's son (it's very complicated). Billy has inherited his mother's powers and has the potential to be one of the most powerful sorcerer's ever, possibly even taking over for Dr. Strange one day.
Billy is one of the founding members of the Young Avengers, along with Iron Lad (Nathaniel Richards), Patriot (Eli Bradley), and his future husband Hulkling (Theodore "Teddy" Altman). He and Teddy would later join the New Avengers together and eventually fight alongside the Guardians of the Galaxy at one point.
Billy and Teddy are considered one of the most romantic and stable couples in all of comics, eventually get married. Teddy later took over as the emperor of the united Kree and Skrull alliance. Billy now serves as both the husband of the king and the court wizard.
